Prof. Maria Gabriela Horga is Deputy to the Parliament of Romania, holds the positions of Vice-Chairperson of the Budget, Finance, and Banks’ Committee and Lecturer at FABIZ
Prof. Horga graduated from the Faculty of International Economic Relations in English at the Bucharest University of Economic Studies (2008) and obtained a PhD in Management at the the same institution.
She held different teaching positions at Ovidius University in Constanța, where she taught the following topics: ”Public and Private Organizations”, ”Leadership and organizational behavior”, ”Investment Management”, ”Business Project management”, ”International Business Management”.
Also, she taught as an Associate Professor at the Faculty of Management – Bucharest University of Economic Studies until December 2020. Since October 2019, she has been an associate lecturer at the Faculty of Business Administration in foreign languages (FABIZ) and from 2021 holds a Lecturer position within the same faculty.
Among the courses taught are: “Banking Techniques and Operations” (BTO) – in French, in 2019, “Change Management” and “Financial Management” (2020 – ongoing).
The Financial Management course will develop the knowledge and skills expected of a finance manager, in relation to investment, financing and dividend policy decisions. The syllabus explores the economic environment in which such decisions are made, the investing decisions, the financing decisions by examining the various sources of business finance, including dividend policy, the cost of capital and other factors the choice of the type of capital a business and the principles underlying the valuation of business and financial assets, including the impact of cost of capital on the value of business.
The basis of her professional background is represented by the over 40 scientific papers (and studies) published in prestigious journals, in the country and abroad, participation in international conferences, as well as a published book and university courses developed.
Throughout her professional experience as an economist, Gabriela combined academic experience with both business and administrative experience. Thus, during 2012-2014 she worked in the Ministry of Economy and in the National Agency for Fiscal Administration, occupying various positions.
In July 2019, she has held the position of accredited Counsellor in the European Parliament being in charge with public policies and the amendment of projects for the IMCO Commission.
Since December 2019, she has held the position of Secretary of State at the Chancellery of the Prime Minister dealing with responsibilities in public finances, foreign investments, business administration and taxation. During this time, she was was concerned by setting up a recovery plan of crucial investment and reform measures put forward by Romania to emerge stronger from the COVID-19 pandemic.
Romania’s recovery and resilience plan forms part of an an unprecedented coordinated EU response to the Covid-19 crisis, to address common European challenges by embracing the green and digital transitions, to strengthen economic and social resilience and the cohesion of the Single Market.
Since December 2020 Maria Gabriela Horga is deputy to the Parliament of Romania, holds the positions of Vice-Chairperson of the Budget, Finance, and Banks’ Committee, member of the European Affairs Committee, member of the Labor and Social Protection Committee and Member of the Parliamentary Assembly of the Council of Europe (PACE).
In September 2021 in Strasbourg, following a vote by the members of the Committee on Legal Affairs and Human Rights within the Parliamentary Assembly of the Council of Europe, she was appointed as the Council’s representative to the Council of Europe’s Group of States against Corruption (GRECO) and in 2022 she was appointed as a representative in Moneyval.
